The Fayetteville-Cumberland County Continuum of Care is a 501c3 organization that partners with the City of Fayetteville, Cumberland County, local organizations, nonprofits, and individuals on its homelessness intervention and prevention efforts.

Strategic Planning

Phase I

Phase I included working with a small strategic planning committee and regular meetings with the full membership (collective of agencies providing homeless services) to develop a theory of change, map the CoC system and structure, and conduct a benchmark study specifically to inform decisions about restructuring the CoC. 

Phase II

Phase II included working with the full membership and focus groups across areas of service (street outreach; shelter/temporary housing; permanent housing resources; and life skills/workforce development services) to gain insight and develop strategies.
